Manpower Planning The inflow, through flow and outflow of personnel in such a manner as to ensure a sufficient number of suitably qualified personnel are maintained at all levels throughout the organisation. Manpower Planning (MP) Consists of providing a sufficient number of qualified personnel, on a timely basis, to ensure the provision of aire traffic control services. Manual co-ordination reminder A reminder that is provided a time parameter before or after the calculated start of manual co-ordination based on the Letter of Agreement with the receiving ATC unit (or Standard Operating Procedures for intra-ATC unit co-ordination). The reminder will not be issued if manual co-ordination has already started. The reminder will include identification of the flight, identification of the next ATC. The reminder is directed at the Sector Controller currently in control of the associated flight. Manually An event resulting from a manual action by the controller or Aircrew. Marker Beacons Part of an instrument landing system using 75 MHz transmitters emitting fan-shaped or elliptical signal patterns vertically upwards, defining specific points along the glideslope. The outer marker OM is situated at or near the glideslope intercepts altitude of the ILS localiser, the middle marker (MM) defines a point on the glideslope at or near decision height (DH). Markers provide aural and visual indications on a cockpit marker beacon receiver. Mask Angle A fixed elevation angle referenced to the user's horizon below which satellites are ignored by the receiver software. Mask angles are used primarily in the analysis of GNSS performance, and are employed in some receiver designs. The mask angle is driven by the receiver antenna characteristics, the strength of the transmitted signal at low elevations, receiver sensitivity and acceptable low elevation errors. Master Control Station A computer processing facility that gathers measurements from the Monitor Stations, and uses this data to determine orbital elements and clock correction factors for the GPS satellites. Material Dependent A training event will be considered as material-dependent when its provision requires the use of validated training material. Maximum Warning Time The maximum available warning time achievable for the aircraft / aircraft pair. This is aircraft / aircraft pair specific and is dependant on the aircraft path(s) prior to the CPA. Mean Antenna Revolution Time The time between reception of the first EMM and the last EMM divided by the total number of antenna turns. Mean Transit Delay The average time it takes to transfer a standard packet size from source to destination. Meander Signal A series of alternating digital 0 and 1 signals (10101...). Media Physical means by which an instructional message is communicated.

 
Medical Assessment
The evidence issued by a Contracting State that the licence holder meets specific requirements of medical fitness; It is issued following an evaluation by the licensing Authority of the report submitted by the designated medical examiner who conducted the medical examinations of the applicant for the licence.
