RTCA-DO-274 Next Generation Air/Ground Communications (NEXCOM) Principles of Operations. RTCA-DO-275 Minimum Operational Performance Standards for Integrated Night Vision Imaging System Equipment. Rules of the Air and Air Traffic Services A complementary publication to the Standards and Recommended Practices contained in Annex 2 - Rules of the Air and in Annex 11 - Air Traffic Services. They are supplemented when necessary by regional procedures contained in the Regional Supplementary Procedures. They specify in greater detail than in the Standards and Recommended Practices, the actual procedures to be applied by air traffic services units in providing the various air traffic services to air traffic. Runway Acceptance Rate (AMAN) A value, for the amount of aircraft to be handled by ATC within a given time period based on the prevailing separation minima. Runway Capacity (AMAN) A value, for the amount of aircraft to be handled within a given time period based on the standard separation minima. Runway End Way-point A 3-dimensional high-precision way-point at the landing rollout end of the runway. The RWEWP, if needed, will be used to define rollout courses, runway remaining, etc. Runway Incursion Any occurrence at an airport that involves an aircraft, vehicle, person or object on the ground that creates a collision hazard or results in loss of separation with an aircraft taking off, intending to take off, landing or intending to land. Runway Intercept Way-point A 3-dimensional, high precision way-point located at the present GPIP, or at a standard "down runway" distance (e.g. 1000 foot point). Runway Movement Rate The number of take-offs and/or landings that can be accommodated by a specified runway within a unit of time based on a representative sample of traffic using the runway. Runway Segment The segment between the Runway Intercept Way-point and the Runway End Way-point.

Safety and Errors
The SAFER CBT will be developed from an analysis of the training need performed jointly by ECAC States for the European Ab Initio ATCOs. The teach ware introduces safety-related errors. It presents different types of errors and therefore contributes to the safety of air traffic.
Safety Case
A safety case is an analysis presenting an overall justification for the declaration that a particular system satisfies its safety requirements.

 
Safety-Sensitive Personnel Persons who might endanger aviation safety if they perform their duties and functions improperly including, but not limited to, crew members, aircraft maintenance personnel and air traffic controllers. Sample The individuals who are actually tested from among those in the population to which the procedure is to be applied (SIOP, 1987). Satellite Data Unit The Satellite Data Unit is the centre of the AES. It interfaces with other on board avionics including the aircraft navigation system. It performs most of the data-handling, protocol, modulation/coding and demodulation/decoding functions of the AES. Satellite Health In GNSS, a term used to describe the ability of the satellite's navigation signal for unaugmented (stand alone) GNSS navigation. Satellite Navigation and Global Positioning System A way to allow aircraft not only to separate themselves by means of computerised on-board technology, but also to find their own optimum most direct route to their destination without advice from ATC by the change of ground based navigational aids for air traffic to satellite navigation (Diener and Skoniezki, 1996). S-band A Radar frequency band. The set of frequencies between 2 and 4 GHz. Scan One revolution of a radar. Also the time interval of one radar revolution, and/or all measurements obtained in that interval. Scenario Categories Groups into which scenarios may be classified in terms of the value of a Safety Net alert. Scenario Categories are used in the off line assessment of Safety Net performance. Scenarios Narratives or stories that describe alternative paths towards the future. Schedule The sequence of consecutive shifts and off time assigned to a particular individual or group of individuals as their usual work schedule (Tepas and Monk, 1987). Scheduled Landing Time The time calculated by the metering function that a flight should arrive at the runway. Schema Cognitive representation that contains the typical features of a certain class of things, for example the schema of a "bird" for most people contains the features "has wings", "has feathers", "is able to fly". Schemata are stored in the long-term memory. They facilitate the processes of perception and cognition. Schuler Pendulum A hypothetical pendulum with a period of 84 minutes. A simulated Schuler pendulum carried in a vehicle moving in the Earth's gravitational field would always indicate the true vertical. Schuler Tuning Adjusting a system performing the function of a pendulum so that is has a period of 84 minutes. See Schuler pendulum.
