L1 and L2 The two specific frequencies transmitted by each GPS satellite (1575.42 MHz and 1227.6 MHz). L5 Second 'Civil L-Band' frequency on the Block IF GPS satellite. Late Manoeuvre The aircraft took obvious avoiding action requiring a rapid change in velocity, resulting in a non-optimum path. Lateral Conformance An aspect of Flight conformance that expresses how well a flight is adhering to its system trajectory track. Quantified by calculating the lateral deviation. Lateral Deviation The distance, measured in the x, y plane, between a flight’s current flight position and its current system trajectory position. Lateral Deviation Non-conformancy A flight related situation that exists whenever the flight’s lateral deviation exceeds the lateral deviation threshold. Lateral Deviation Threshold A monitoring criteria parameter that determines whether a lateral deviation non-conformancy exists.

L-band The set of frequencies reaching from 390 MHz to 1575.42 MHz, including L1 and L2. Leadership The function taken on with a particular style by an individual, a sub-group or a group placed in a defined situation, aiming to have a significant influence on or even to transform the behaviour of others in order to progress towards assigned objectives or to implement specified tasks. Leading Edge (Pulse) Front edge of a pulse. Learning And Skills Acquisition A concept for future ATCO selection and training. Concept developed as a human factors module, which is aimed at creating an awareness that ATC training must adapt to the impact that future ATM systems will have on controller practices. LASKA examines current ATC training, traditional and more recent theories of learning, and expected changes in future ATM systems. The concept proposes a more individualised approach to training and supports the development and application of new training tools and methods. Learning-Curve An exponential curve showing the differential rate of learning absorption during the process of learning. This rate of learning is slower at early stages of the learning process than at later stages. Lecture A straight talk or exposition, possibly using visual or other aids, with no group contribution other than questions, usually asked after the conclusion of the lecture. Lesson A training method using a number of instructional techniques designed to ensure the participation of the students in reaching the specified behavioural objectives. The instructor is able to ascertain whether material is being assimilated. Letter of Agreement An agreement between two adjacent ATC Units that specifies how their respective ATC responsibilities are to be co-ordinated. Letter of Agreement (LoA) A series of constraints and rules that define the agreement entered by twor ATSUs. Level A generic term relating to the vertical position of an aircraft in flight and meaning variously, height, altitude or flight level. Level 0 Not performance related. ‘To be aware of; ‘to be familiar with’. Level 1 Requires a basic knowledge of the subject. It is the ability to remember essential points. The trainee is expected to memorise data and to retrieve it. Level 1 Strategic ASM The act of defining and reviewing as required the national airspace policy taking into account national and international airspace requirements. Level 1 Sub domain A routing sub domain of end systems and intermediate systems which maintains detailed routing information about its own internal composition and routing information which allows it to reach other routing areas. A level 1 sub domain area is also denoted a routing area.
