If an aircraft cannot reach its IFL on entry of the intermediate sector, its ISI will be set by the Auto so that the aircraft's altitude is guaranteed to be between its ISL and IFL when flying through the intermediate sector.

International Telecommunications Union
The International Telecommunication Union (ITU), created in 1983, is the older international regulatory organisation and is in the United Nations Organisation the specialised agency for telecommunications with a world-wide membership of over 193 States. Its recognised competence embraces all telecommunications aspects, whether by line or by radio transmission, for which it has authority to set standards for systems, technical parameters and procedures. A prime and highly important area to aviation where ITU is the recognised international body concerns the regulation and use of the radio frequency spectrum. The agreements made under its auspices for these matters are accorded treaty status and have full mandatory force without any possibility for variation in regard to their scope or substance.

Internetwork
A set of interconnected, logically independent heterogeneous sub networks. The constituent sub networks are usually administrated separately and may employ different transmission media.
Internetwork Protocol
A protocol which performs the basic end-to-end mechanism for the transfer of data packets between network entities. In the ATN Internet, the ISO 8473 internetwork protocol is used.
Interoperable
Describes the ability of the ATN to provide as a minimum a transparent data transfer service between end systems even though the ATN comprises various ground, air-ground, and avionics subnetworks. The ability to interoperate between end systems can be extended to include commonality of upper layer protocols.
