The longest-range planning / goal setting / ambitions of the organisation. Strategy A medium or long term programme, plan or method employed towards particular goals.
The overall objective of the ECAC Strategy is to provide increasing airspace and control capacity urgently, in order to maintain a high level of safety. It recognises that some geographical areas are of higher priority than others when it comes to selecting dates for implementing its various elements. Therefore, rather than seeking to impose a single time-frame on the whole of the continental ECAC area, the strategy provides for a certain flexibility in the time frame envisaged.
Stress
1- State of the organism characterised by central and vegetative arousal, which is prolonged during a longer time period (H. Selye, 1981).
2- Individuals depart from their normal homeostatic equilibrium. Stress will also change
information processing.
Strips
Paper strips used by air traffic controllers to maintain the status of flights under their control. Paper strips were used long before the introduction of radar and are still used as a fall.back procedure in case of a system failure.
Structure
The aggregate of elements in their relationship to each other in a situation that can be regarded
as more or less "fixed" over time.
Student Air Traffic Controller Licence
A licence issued to a student air traffic controller after successful completion of initial ATC training. This licence permits the holder to commence on-the-job training in the ‘live’ air traffic control environment under the supervision of a suitably qualified air traffic controller.
Note: The student phase ends with the issue of an air traffic controller licence and its associated rating. Normally, the grant of a student or air traffic controller licence will authorise individuals to transmit on aeronautical wave bands. Where this is not the case, States should make appropriate arrangements. (Ref. Developed by Licensing Work Group).
Student Air Traffic Controllers Selected individuals who have successfully completed approved ab initio ATC basic instruction and training to enable them to obtain theoretical qualifications prior to commencement of pre-on-the-job training. (Ref. EATCHIP Report on Issues in ATCO Manpower Planning).
Sub network An actual implementation of a data network which employs a homogeneous protocol and addressing plan, and is under control of a single authority.
Sub network Access Function The subset of the OSI network layer which provides the interface with the data link layer and is specific to a particular sub network.
Sub network Access Protocol The actual protocol used to receive services form a particular sub network. For example, the sub network access protocol to many public data networks is X.25.
Sub network Dependent Convergence Function The set of rules and procedures needed to convert the data transfer needs of the sub network independent convergence protocol to the actual services provided by a sub network.
