Proficiency Test in English Language for ATCOs
In the context of the harmonisation of European ATS the PELA Test was designed (in 1994) for student ATCOs in order to provide evidence of their proficiency in English language in the specific context of ATC. The test was developed, validated and evaluated in the ECAC area and is now available to the States for implementation. The PELA Test today consists of two packages: one consists of the Test itself, including test rating materials which has a restricted circulation, and the second package presents sample test materials for general distribution.
Profile
A profile defines implementation conformance constraints on a set of reference specifications.
Programme
1- Has a cumulative set of deliverables within a specified budget and time scale to create a
unique product or service;
2- Has a start and end date;
3- May be a group of projects managed in a co-ordinated way to obtain benefits not available
from managing them individually.
Activity which :
Programme for Harmonised Air Traffic Management an Closed Eurocontrol R&D Programme conducted in collaboration with the leading research establishments of CAA and DERA UK, CENA and STNA France, DFS and DLR Germany, the Dutch LVLN and NLR and CEE experts. Its objective was to execute common studies and experiments aimed at proving and demonstrating the feasibility and merits of future air-ground integrated ATM in all phases of flight.
Prohibited Area Is an airspace of defined dimensions, above the land area or territorial waters of a state, within which the flight of aircraft is prohibited.

Propagation Delay The time delay of a signal created as the signal travels between antennas through a propagation medium.

Proposed Target Date Target date for a CIP Objective proposed by the Project Leader for approval by the EATCHIP project Board (e.g. in case a direct link with ECAC Strategy time scale or an approved Eurocontrol Standard cannot be made, or in case significant feasibility problems are identified). Protected "Protected" airspace is that which has been defined as prohibited, restricted or dangerous or is in some other way eligible for protection by APW. Protocol Analysis The data analysis component of the verbal report method. Typically, the verbalisations or behaviours are segmented and analysed according to the types of strategies, goals, procedures use, knowledge required, etc. Protocol Control Information Information included in a layer header which contains service primitive specific to that layer. Protocol Data Unit A unit of data transferred between peer entities within a protocol layer consisting of protocol control information and higher layer user data (i.e., service data units). Pseudo Random Noise Code The identity of the GPS satellites as determined by a GPS receiver. Since all GPS satellites must transmit on the same frequency, they are distinguished by their pseudo random noise codes. Pseudo range The distance from the user to a satellite plus an unknown user clock offset distance. With four satellite signals it is possible to compute position and offset distance. If the user clock offset is known, three satellite signals would be sufficient to compute a position. Pseudolite A pseudolite (pseudo-satellite) is a ground-based GNSS augmentation which provides, at GNSS satellite signal-in-space frequencies, an additional navigation ranging signal. The augmentation may include additionally differential GNSS corrections. (Adapted from the FANS GNSS Technical Subgroup). Psychoactive Substances Psychoactive substances are: alcohol, opioids, cannabinoids, sedatives and hypnotics, cocaine, other psycho-stimulants, hallucinogens and volatile solvents; whereas coffee and tobacco are excluded. (Ref. ICAO Annex 1). Psychological Testing The measurement of some aspects of human abilities by standardised procedures consisting of carefully prescribed content, methods of administration, and interpretation. Tests are usually administered by qualified psychologists or specially trained staff according to professional and ethical principles. Psychometric Pertaining to the measurement of psychological characteristics such as abilities, personality traits, achievement, skill and knowledge (CDSEPT, 1996).
