European Region
A Region described comprising States signatory to the ICAO Convention who provide Air Navigation Services in their domestic airspace and in international airspace for which they have been given responsibility. (ICAO Doc. 7754).
European Air Traffic Management System
The end-state European Air Traffic Management System foreseen for the period 2005-2010 which will feature fully integrated and interoperable ECAC Member States air traffic control systems. This will enable aircraft to meet their planned times of departure and arrival and to adhere to their preferred flight profile with minimum constraints subject to the needs for safety, cost effectiveness, environmental aspects and national security.
European Civil Aviation Conference Area
The European ECAC area is defined by the geographical boundary of that part of the airspace of the ICAO EUR Region, which is under the jurisdiction of the ECAC Member States.
European Global Navigation Overlay Service
A system using GPS, GLONASS, Inmarsat 3 communication satellites and ground reference stations to enhance GPS and GLONASS accuracy, availability and integrity for the European area. The coverage of the Inmarsat 3 satellites would enable the potential use of EGNOS beyond the European area. Initial Operational Capability is planned for 1999.

Event. A distinct occurrence that a person perceives and responds to in a specific way Executive Flight Level The currently cleared flight level for an aircraft. Exercise Practice in consolidating knowledge and applying it in order to increase or develop understanding and skill. Exit Fix The last reporting point, determined by reference to a navigational aid, over which an aircraft passes or is expected to pass upon leaving a flight information region or a control area. Exit Flight Level The flight level at which an aircraft will leave the FIR. Expected Approach Time The time at which it is expected that the flight will leave the Initial Approach Fix to commence an approach to land. Expected detections Expectation for PR and/or SSR detections for a target which is determined by using the following concepts : miss generation volume; terrain visibility; cone of silence; transponder existence on the target. Expected Quality of Service Expected QOS is based on a combination of a priori knowledge and analysis of performance information received from the operation of routing protocols. Expected Transit Delay Expected Transit Delay is defined as the time elapsed between the invocation of CLNS by the source ATN NS user and the arrival of an NSDU at the destination ATN NS user, based on an NPDU size of 512 octets. Transit Delay values are expressed in increments of 500 milliseconds. Expense Expense (ATN) is the cost to perform some task. In the context of internetworking, expense is defined in terms of the incremental expense incurred for transfer of a single NSDU of 512 octets in size. Experimental Flight Management System Future aircraft will be equipped with such a system to increase air traffic safety and efficiency. Using data link facilities an FMS can provide detailed information (e.g. position, performance characteristics) about the aircraft to automated control centres. An FMS can also negotiate with automated control centres to establish a 4D-trajectory and then assist the (auto)pilot in navigating the aircraft accordingly most economically. Expertise Characterised by superior performance and mastery of the three phases of skill acquisition. There are a number of cognitive characteristics of expertise: usually acquired after extensive and deliberate practice and true expertise often takes at least ten years to develop. Expired NOTAM NOTAM whose date of end of validity stated in Item C has been reached. Extended Length Message A series of Comm-C interrogations (uplink ELM) transmitted without the requirement for intervening replies, or a series of Comm-D replies (downlink ELM) transmitted without intervening interrogations.
