Standard Terminal Arrival Route A pre-planned instrument flight rule (IFR) air traffic control arrival procedure published for pilot use in graphic and/or textual form. STAR's provide transition from the en-route structure to an outer fix or an instrument approach fix/arrival way-point in the terminal area. Standby Duty A period during which, by prior arrangement, controllers are required to be available to report at their workplace with the intention of providing an ATC service. Standby Operational Response Time-out The Standby Operational Response Time-out, represented as (ts) in the Time Sequence Diagrams, is the time after which the Standby message originator will receive a local warning of the pending Standby. Standby Termination Response The Standby Termination time-out, represented as (tt) in the Time Sequence Diagrams, is the maximum end-to-end time allowed from the moment the standby message is sent and the moment the Operational response is triggered by the Standby originator. Stanine An approximately normal transformation, where only nine score categories are allowed with a mean of 5 and standard deviation of 1.96. Start (rate) See Track Start Rate . Start Error Vector The vector containing the differences between Track State Vector and Reference Trajectory State Vector. Start of Manoeuvring Reminder A reminder that is provided a time parameter before the calculated start of a manoeuvre, which requires controller-pilot co-ordination. The reminder will include identification of the flight, type of expected manoeuvre (e.g. climb/descent/left/turn/right turn), details of the manoeuvre, if appropriate or available, and the time by which the manoeuvre is expected to occur. The reminder will not be issued if the manoeuvre has already been started. The reminder is directed at the Sector Controller currently in control of the associated flight. Start of Validity (Item B) The ten figure date-time group at which the NOTAM comes into force. State Aircraft Aircraft used in military, customs and police services shall be deemed to be State aircraft. State Vector 1- A generic entity representing the surveillance data as transmitted by the surveillance system.
2- A vector describing the state of an object in terms of position co-ordinates, ground speed, course, accelerations and Mode-of-Flight.
The position and velocity of a track. Static Data Set of data on which the operation of ATS functions is based and for which a base value is predefined, such as airspace structure data and system parameters. A subset of these data may be changed on-line. Static Database Database which contains Static Data to be used, after their preparation, by automated ATS functions.

 
Static Surveying A precision IDGIDS surveying technique. The roving user is required to sit motionless taking data at a point from fifteen minutes to an hour or more. Stop (rate) See Track Stop Rate. Stop-and-Go Surveying A precision DGIPS surveying technique also called semi-kinematical surveying. The roving user is only required to collect data at a point for a few seconds or minutes. Strap Down Systems Accelerometers mounted to a platform fixed on the vehicle. Strategic Type of operational ATC situation. Strategic ATC situations involve routine, non-critical communication, and do not concern the tactical separation of aircraft for immediate safety reasons. Strategic Civil/Military Co-ordination See Level 1 -Strategic ASM. Strategic Constraint An ATC constraint defined by the airspace structure and associated operational rules. Such constraints are applicable to all flights and not frequently changed. Strategic Flight Level A flight level which is flight-plannable in accordance with the Table of Cruising Levels of ICAO Annex 2, Appendix 3 and the FLAS, as specified the relevant Aeronautical Information Publications. Strategic Naps A short period of sleep taken at specific times during a night shift. It can vary from a maximum of 20 minutes nap in the early night to a maximum of 50 minutes ate in the night (Cooper et al., 1998). Strategic planning The longest range planning / goal setting / ambitions of an organisation.
