Level 2 Requires an understanding of the subject sufficient to enable the student to discuss intelligently. Level 2 Pre-Tactical ASM The act operation of conducting operational management within the framework of pre-determined existing ATM structure and procedures defined in Level 1 and of reaching specific agreement between civil and military authorities involved. Level 2 Subdomain The subset of all level 2 intermediate systems within a routing domain. Level 3 Requires a thorough knowledge of the subject and the ability to apply it with accuracy. The student should be able to make use of his/her repertoire of knowledge to develop plans and activate them. Level 3 Tactical ASM The act operation of activating, de-activating or real-time reallocating of airspace allocated in Level 2 and of solving specific airspace problems and/or of individual OAT/GAT traffic situations in real-time between civil and military units and/or controllers, as appropriate; This co-ordination can take place either in active or passive mode with or without action by the controller. Level 4 Ability to establish a plan within a set of known applications following the correct chronology and the adequate method to resolve a problem situation. This involves the integration of known applications in a familiar situation. Level 5 Ability to analyse a new situation in order to elaborate and apply one or other relevant strategy to solve a complex problem. The defining feature is that the situation is quantitatively different to those previously met, requiring judgement and evaluation of options. Level A - Basic Basic knowledge of a system or sub-system and its major components. Level B - Functional Functional knowledge and skills of a system or sub-system and its major components. Level Busts Any unauthorised vertical deviation of more than 300 feet from an ATC flight clearance. Level C - Expert Overall knowledge and skills of a system or sub-system and its components. The probability of a single aircraft not being involved in an accident. Licence An ATC licence indicates a controller’s qualifications and includes a record of his competence at a particular unit together with his medical classification. Licence Endorsement An authorisation entered on a air traffic controller licence and forming part thereof, stating a specialist qualification associated with the valid ratings in the licence. (Ref. Licensing Administration
The Licensing Administration may be part of the designated State Licensing Authority or separate from it, but is responsible to the licensing Authority for the administration of the State licensing scheme and the application of the licensing legislation and requirements. Its responsibilities will include the issue and renewal of licences and maintenance of licensing records. It does not have the power to revoke a licence. (Ref. Developed by Licensing Work Group).
