11.7 Position Reports
Non radar procedures apply in Russian airspace even though you may be tracked by primary “skin paint” radar in most of Russia. Position reports must be given at all compulsory reporting points. When passing from the airspace of one controlling agency into the airspace of another, a position report must be given to both. Report leaving altitude and reaching the newly assigned one. Position reports are given in English over VHF or HF radio. Frequencies will be assigned by the previous controller, but can also be found on the enroute chart.
11.8 Inflight Contingencies in Russia
The Jeppesen Emergency section under Russia contains guidance should a change in flight level become necessary due to, for instance, encountering dangerous meteorological conditions or a failure of equipment. 11.9 Russian ATC Radar
Where radar does exist it is generally primary radar only, no electronic mapping, and no transponder or altitude readouts. Arrival and departure routings are often drawn on the scope with a grease pencil.
