6.4 Delayed Departures
If the flight is running late it is imperative that the captain and the dispatcher coordinate accurate times. These revised ETA’s will be passed to the Russian ACC. The current Russian acceptance rate is restricted to a certain number of aircraft per hour, per track. Not all tracks are open at the same time and not all tracks are open on the weekend. These restrictions are changing on a daily basis. SOCC will have the latest restrictions and can coordinate all track issues. To preclude routing problems and to have an English – speaking controller on duty, accurate and timely communications are essential.

7.  ENROUTE COMMUNICATIONS
7.1  ATC Communications
Communications with ATC on VHF or HF should be uninterrupted over the entire route. For effective communications with ATC, use only standard ICAO terminology. Non-standard terminology or U.S. jargon will only cause confusion.
There will be certain days, when HF communications are greatly effected by solar and magnetic radiation sources and the flight may have to be routed off Polar tracks in order to insure satisfactory communications. ACA/NCA will check the effectiveness of HF communication prior to departure and reroute as necessary.

Canada

Expect routine VHF communications over Canada with Winnipeg and Edmonton Centers. On initial contact with Edmonton Center, forward request for future step climbs. Edmonton Center will begin coordinating the altitude requests. As you progress farther north, expect to be handed off to Arctic Radio; first on VHF 126.7 or 126.9, then on HF. In the Northern Control Area (NCA) the air-to-air frequency is 123.45. In the southern Control Area (SCA) the air-to air frequency is 122.75.

.  ARINC has a HF antenna located at Barrow Alaska. This antenna is orientated specifically to enhance Polar communications. The site is monitored 24/7 by ARINC San Fransisco. HF frequencies for this site are 3013, 6640, 11342, 13328, 17925, 21964.
