Mandatory Modification A modification classified as compulsory by the applicable authority. See Modification (Maintenance). Manoeuvre Tolerances (Flight) The published and defined permissible range of deviation from published targets when conducting training manoeuvres in an aircraft or flight simulator, which incorporate an allowance for the specific characteristics of an aircraft or fidelity of a simulator Master Minimum Equipment List (MMEL) A list established for a particular aircraft type by the organisation responsible for the type design with the type approval of the State of Design containing items, one or more of which is permitted to be unserviceable at the commencement of a flight. The MMEL may be associated with special operating conditions, limitations or procedures. Equivalent Terms: List of Acceptable Malfunctions (Russian built aircraft) Minimum Equipment List (MEL) A list that provides for the operation of an aircraft, subject to specified conditions, with particular equipment inoperative, prepared by an Operator, and approved by the Authority, in conformity with, or more restrictive than, the MMEL established for the aircraft type. Equivalent Terms: List of Acceptable Malfunctions (Russian built aircraft) Minimum En-route Altitude (MEA) The altitude for an en-route segment of flight that provides adequate reception of relevant navigation facilities and ATS communications, complies with the airspace structure and provides the required obstacle clearance. Minimum Obstacle Clearance Altitude (MOCA) The minimum altitude for a defined segment of flight that provides the required obstacle clearance. Minimum Navigation Performance Specifications (MNPS) Procedural and equipment requirements specified for the conduct of flight operations in certain defined airspace.
