UNPUBLISHED ROUTE - A route for which no minimum altitude is published or charted for pilot use. It may include a direct route between navigational aids, a radial, a radar vector, or a final approach course beyond the segments of an instrument approach procedure. (See Route, Published Route) UPPER CONTROL AREA/UTA (ICAO) - Controlled Airspace within an Upper Flight Information Region. UPPER INFORMATION REGION/UIR (ICAO) - An airspace of defined dimensions above Flight Information Region(s) within which Flight Information Service and Alerting Service are provided for aircraft operating at high altitudes. UPWIND LEG - (See Traffic Pattern) URGENCY (P/CG) - A condition of being concerned about safety and of requiring timely but not immediate assistance; a potential distress condition. URGENCY (ICAO) - A condition concerning the safety of an aircraft or other vehicle, or of a person on board or in sight, but which does not require immediate assistance. UNITED STATES AIRPORT OF ENTRY - Aircraft may land at these airports without prior permission to land from United States Customs. However, at least 1 hour advanced notice of arrival must be furnished to Customs. This may be included in the flight plan if filed in Canada or Mexico and if destined to an airport where flight notification service (ADCUS) is available. UNITED STATES LANDING RIGHTS AIRPORTS (United States Aeronautical Information Publication) - Those airports listed in the Foreign Clearance Guide - North and South America, at which any aircraft may land with Prior Permission Required from United States Customs Service. In addition, advance notice of arrival must be furnished to Customs at least one hour in advance (or as specified in the Foreign Clearance Guide). Since some United States Customs Offices have limited staffs, the maximum number of passengers per individual flight which can be effectively processed at certain locations are as stated in the Foreign Clearance Guide.
